What is this?

I have just examined my tank while observing my tetras, to find a white stringy substance, coming from some small white balls, on one of my decorations. I have only had the tank sent up for just over a week, it has three neon tetras and three kuhli loaches, and this substance is new as of today (as far as I have noticed).
Only event of note is the rescuing of the kuhlis from the back filter compartment of the tank last night, to return them to the main tank.
Any ideas what this stuff could be?? Imagine posted in small fresh water tanks media section.

if it was saltwater, i was gonna say some kind of sponge. but not sure what it is in freshwater. maybe someone else here knows.

That would make sense in a salt water. I don't want to disturb it in case it's something to do with the fish, but I'm also tempted to remove it purely because I don't know what it is. My boyfriend thinks we should just take it out.

Yes! They kept trying to get back there. It took a while to get them out, but they're back home now.

The longer trailing part was nowhere to be seen yesterday, just leaving the bottom bit. And now there's nothing. So I have no idea, but I guess it's not there to worry over now.
