old pond

Around november it got really cold and some of our koi died. Now my parents want me to restart it. I was wondering if i have to recycle the tank. I'm thinking that all the bacteria is dead. Right?

No, all the bacteria are not dead.
However, they are not at the level needed to support a full pond of fish yet.
Cold is California should not have been the cause of death.
My koi live outside here in Tennessee year round and the water sometimes freezes the first inch of two of the surface.
The fish do just fine.

How large is your pond?

its not very big about 50 gallons. It was made out of a old bathtub. The problem was that it got too cold like 40 degrees in the water. Then the next week it would get really hot, the water would be like 80-90. From the heat two died. Then a raccoon ate the rest except one that was pretty beaten up. Then it got really cold so we got a rubbermaid container to put him in. He has been in the house ever since and we want to put him back in.
