Leopard bush fish socialness?

This is a planning type question, for a tank I do not yet have but would love to try. I saw teeny, tiny little baby leopard bush fish in Petsmart, these things were 1cm to 1" long, this is the first time I've seen them anywhere near that small. They were in with dwarf puffers, of all things.

In a 20g high tank, with lots of (fake) plants, would 2 leopard bush fish (Ctenopoma Iforget) get along? I've heard they're territorial, but there's a lot of difference in the definitions of territorial... are they "male betta territorial," or more like "angelfish territorial"? I do know they'd eat little fish when they grew, and that they are hiders, but they are just so neat looking. It would be 2 leopard bush fish and a small pleco, or if they wouldn't get along 1 and a small pleco, maybe with another medium (ie 4") fish (not sure what).
