What would be the best filter in a 2 gallon for a betta?

in a tank that small, i'd just try and do frequent water changes as any filter would disturb the water too much, and the betta would prefer a calmer environment...

No, Dont filter it with any type of filter, you could get a minimal amount of bio-filtration if you put some loose substrate in with an airbubbler just running a few bubbles a second. That will clear up the water and other than that, just do water changes, 2g is not a lot of water.
