When I was growing up and had a really small tank with just a handful of Zebra Danios in it, I used to take them all out to clean the tank every once in awhile because it was just easier to.

However, if the tank is anything bigger than a couple of gallons, the best way to clean a tank is to get in a habit of doing 35% water changes on once a week or so. If your tank is overstocked or not cycled and stable, then you want to make sure you do what is best for the tank, which usually means more water changes. If the tank is a little understocked and stable, then you can easily get away with doing your water changes less frequently.

To do water changes you want to turn off your filters and heaters and use a siphon (either a python that attaches to a sink, or just a tube type that you put the water in a bucket) to remove as much water as you need to. (paying special attention to the gravel in the tank, sucking the gunk out from between the gravel) Then you want to replace the water in the tank with water that is very close to the same temperature and include water treatment product (like Prime or another dechlorinating product).
