Brackish water is where there is a measurable amount of salt (or more accurately salt*s* because there is more than just sodium chloride) in the water. Anywhere from 1.005 to 1.014 specific gravity though some might define it differently. Freshwater is 1.000. Normally for true brackish one would use marine salt mixes.

Yes mollies can live in it and actually most of the species regularly seen in the hobby (P. latipinna, P. velifera, and P. sphenops) naturally come from brackish water. It's been my experience they actually seem to do better with salt.
