If you don't know if you have brackish water or not, then I'd say you don't. In nature Brackish water occurs when fresh water rivers meet up with the saltwater oceans, and when the waters mix together before the waters turn full salt water they are brackish.

So to have a brackish tank you will have to have had to add some Salt Water tank salt, like 'Instant Ocean' or another brand. Brackish water has specific salt requirements called salinity. Salinity can be measured with either a hygrometer or refractor, the hygrometer being the cheaper out of the two. The Fresh Water Aquarium Salt sold as a medication/tonic in pet stores will not make a fresh water tank brackish.
