Of course you could, but do you really want to do that 24/7?  The CO2 has to diffuse into the water, which is not an instantaneous thing.  Just introducing it to the water column doesn't do it.  You need a sustained supply over time to get it into the water in the amount it takes to make a difference.

i've seen the liquid co2 thing.. dunno if it works but the price at my LFS is overwhelming..

unless what you're talking about is Seachem Excel.. which isn't that bad of a product since it can provide CO2 and some useful micronutrients.

if you have a small tank, I'd go with either Excel or DIY CO2... you can find an article on DIY CO2 at Cathy Hartland's Aquaria homepage...
