Changing a balast?

How do you change a balast? First off can i find balasts at any hardware store? And are they real simple to replace? Ive opened hoods before and noticed that there is two wires that lead to the balast im thinking and all you would have to do is connect the wires to the balast and there you go right? Or is there more to it than just that? Thanks

Its very simple! You can get ballasts anywhere! Disconnect the wires and connect them again! Simply as that, yes! Just make sure the light in unplugged!

is there a way to modify electronic ballasts to increase or decrease the light output?

No! If you have a 4 lamp electronic ballast, you can connect all 4 to 1 tube to get an increased ouput though. But you cant really modify the ballast itself!
