i am starting up a 30 gallon and i was wondering if someone could give me a list of exactly what i need? I had one before but it was a 75 gallon and my ex did most of the work...

protein skimmer
mechanical filter
sand
live rock
salt water tester
salt bucket
ammonia/nirtate tests

power heads, heater, light, high scale pH test, alkalinity test, salt, source of quality water (preferred to be Reverse Osmosis water), thermometer.

With enough rock and power heads... mechanical filter may not be necessary.
