I moved this to the saltwater discussion because both of those fish are saltwater fish. A 4 gallon tank isn't big enough for either of your suggested fish. I don't think there are any saltwater fish you could do in that size tank, although you might be able to do corals and invertebrates (snails, shrimp, crabs).

I agree totally with Lotus, that neither fish you have selected can live in a 4 gallon tank.
Puffers are sensitive fish and will not live long in the wrong environment. Also the link you posted recommended a minimum of 50 gallons for a single Papuan puffer fish (I agree with this).
I recommend you get a much larger tank (50+ gallons) or only have corals and invertebrates in the 4 gallon.

There are also some freshwater opinions for your 4 gallon tank if your interested.
