Chinese algae eater is dieing.

I've had my tank almost 3 years. My 2 Chinese algae eaters have been with the tank the whole time.
Normally they're both very active. Yesterday I did a 40% water change. Replaced the sponge filter and the substrate pouch.
Today I came home to see Chinky laying in the middle of the tank. I didn't think anything of it because he tends to lay around in the current.
A couple of hours go by and he's laying on his side with his head on my ornamental coral.
When I tapped on the glass he didn't move. Where all the other fish reacted.
I used my net to try to get him to swim and he felt rigid. I moved him back to the centre of the tank and observed him breathing heavily for about an hour.
I noticed his eyes are red. And he has some algea growing on the bridge of his nose. I did a full liquid water test. Everything was great. Though the nitrite level is slightly above 0.
I've since moved him to a different tank to quarenteen/die alone. He still hasn't moved now 2 hours later and breathing still seems accelerated.
Any ideas.
