Most point and shoot camera's I've used have a 'Macro' setting. This allows the camera to get a sharp focus at close ranges. It can still be difficult to get anything decent though. Also a big resolution help, because you can crop your photo some after words.

But your not likely to get anything great with a point and shoot. You might get lucky now and then, so don't give up on it! It just can be really difficult to do with P&S camera's.

I use a macro lens for close ups. One guy told me he used a loop to get close up photo's.
Im not to sure how well that worked out.

You can upgrade to an older DSLR body fairly cheap these days. I believe I've seen the one that C-man has for around $400 for the body. It's a lot, but for the upgrade in picture quality, it's a steal at any price. Plus you can get a lens for just about any situation (lens's are some serious $$$ though if you buy them. If your lucky enough to have a camera shop close you might be able to rent a lens you want to use for a while for a small fee).
