Default Quick question about sump

I have a 20 gallon sump on my 75 gallon FOWLR aquarium. I have live rock in my sump where the water comes in from the tank. Question. . . . Should the live rock be down in the water ? Right now it is only half submerged with the water from the tank draining on top of it. Don't know if I should submerge it all the way or not, any opinions ?
