I have seen used 29g on craigs list for about that. And they have the light and stand and gravel and decor.
I would shop around.

i typically replace gravel and decor but I agree with Bunker..If your patient enough you can usually find someone just wanting to get rid of stuff.. My personal limit is 50 bucks for a used 55g tank and stand, I know if I am willing to wait I can find one. There was a brand bowfront 40somethin gallon for 20 bucks on craigslist in my area couple weeks ago.

I got a pretty sturdy table for my 20g from IKEA. But I forgot what it's called...I think it was around $40 or so.

I bought a 14g kit from Wal-Mart (no pump or bubble wall included). Paid about the same as you, I believe. I ended up spending $100 for a better light fixture, $40 for a good filter, and $15 for a better heater. Kits usually have 2nd rate hardware.

I really should have waited and bought something used. I've picked up a 55g tank with stand for $50 and a 30g with stand for $50, too.
