What you need is: Two-part epoxy paint for potable water tanks (NSF/USDA/ANSI/AWWA and FDA certified and approved)

Garf.org (in the DIY section) has instructions on making plywood tanks.

question for anyone who can answer. can you use particle board to build a tank?

It wouldn't be a very good idea. Something tells me it wouldn't hold screws in very well. The weight of the water pushing on the seams would probably have enough force to rip the screws out of the board.

Just a little FYI, aquatic plants don't seem to do very well if they are put in pots or "cubbys" that don't allow water to flow through the gravel.
