Post Fans in  tank hoods

Question regarding fans in a Eclipse 12 gal bow front.

1)  Will soon be upgrading the lighting (for plants).  Going to have 2 13w lamps.  Will this set up require a fan to keep the temp down?

2)  Would a fan in the hood help at all with the water temp/agitation/circulation?  I understand about it assisting with evaporation - but what about the rest?

If a fan is the way to go, what would you suggest?  Seems that many people use a PC fan, in order to save a few bucks.
The hood is going to be pretty cramped with the 2 lamps, so where the heck would the fan even be installed?

I know, I know - Elipse locks you in, not much that can be modified to system.  Gotta work with what I have, until the 55g is set up.
