Default bacterial growth in new tank?

I have a 10g tanks that has no fish. This was a tank that I tried to get working before but it never worked out. I emptied the water and let it sit for about a month or two. Recently I added some props to the tank and filled it with water. The first day the water looked clear, the second day it looked really cloudy, today the third day I notice that there is a white semi translucent filmy material floating and attached to the gravel. Could have bacteria have formed sooo quickly? The last has not been left on all day or very much at all.

I really don't want to go through the process of emptying 10g's of water and adding it all over again, any suggestions?

i have no idea what that could be...to the best of my knowledge you need a catalyst to start the bacteria bloom..either fish or by adding ammonia. How did you clean the tank before you refilled it, have you tested the water and if so what were the results?
