Check your water and temperature to rule out any environmental problems. If those are alright then start thinking disease. Does he seem bloated at all, he doesn't have to be pineconing it could be constipation.

The tank is 30cm wide, 32cm high and 14cm long. I feed him pro's choice betta pallets. The temp is about 26 degress celcus. His front seems bigger then the rest of his body but that could be just how they are. And you know how they get agro some times he doesn't seem to get agro at all anymore. I've had him for 7 weeks 1 day.

Since he is in a smaler tank the first thing to do is change about 1/2 of the water. His tank might be going through a mini cycle and the ammonia might be high. There is no need to stress him by taking him out. I have some bettas in 2.5 gallon tanks and I change 1/2 the water 2 times a week. He sounds like he might be constipated too so feed him a little pea. I microwave a frozen pea in a little water from the aquarium, shell the pea and then feed him about 1/4 of the pea.
