Default dogface down

I have a 110gal saltwater tank with a dogface puffer a bluebird wrasse and a yellow tang.The wrasse has been nipping a the puffers tail and fins.The puffer has not eaten in about 3 weeks.It now looks like there might be little white spots forming on his fins.Could this be ick and would the stress from the wrasse have anything to do with this.Is there a treatment for this problem.I have treated him for a week with ick cure and it seemed to work.I have since got rid of the wrasse but the puffer still hasnt eaten and likes to crawl up somewhere and once in awhile he will swim around but not for long.The tang is doing fine.Any suggestions on what this could be

What do the spots look like? How big are they? Are they fluffy? Are the spots themselves growing, or are the numbers increasing?

The spots are all gone.He looks good in apperance.Like I said above he just hides around and once in awhile he will come out and swim around but wont eat and I have tried givin him everything
