Post actinic blue light effects?

I was thinking of adding an actinic blue light to my tank when I get some fishes. I was hoping the light would bring out the colors of possible fish such as blue rams, neons, etc.

what are the effects of actinic blue on fish and plants?

I just finally got around to adding plants so I can't comment on that, but the effect my 50/50 "sunlight/actinic blue" light has on my fish are pretty great.

My Green barbs apear a MUCH deeper, richer green, and at some angles a deep green/blue.  It makes the X-ray Tetra's almost glow, and the male guppies appear rather stunning.  It rather washes out my Sunset Gourami's (kinda orange colored).

Of course that's at 50/50.  I'm rather thinking of going with pure Actinic.

I have actinic because a dealer sold them to my spouse as full spectrum, more $ I guess.  The fish look good and the plants are doing well.  I have a moderate amount of brown algea on the plants that I scrub off once every two weeks, but I don't know if that's from the lights.  I tried to find info on actinic/plant combos but it's slim pickin's.
