Is the aggressive fish just preying on a weakened fish or do I just have an aggressive fish that needs to be relocated? Any tips on other fish to put in the tank? I have two african dwarf frogs, about 10 tetras, two tiger striped cat fish of some kind, one pocastomas.

Are you trying to breed them? And how big are they now? Most people start out with about 5 or 6 angels, and then they will establish a pecking order. Eventually two of them will pair off, and those are the ones that you want to keep, and give the rest back to the lfs. Then there shouldn't be much aggression, if any, because that pair have bonded and will eventually breed.

I think you need to get a few more angels to spread out the aggression. Right now, there is only one that the bigger one can pick on, so it is getting beat up pretty badly. Depending on what other fish you have, I think you should get at least 3 more angels for the 55.
