You don't NEED glass hood, just find some way to mount the lights over the tank. If you have fish chances of them jumping out are high. But you can put something like a veil material or a netting material across the top to still let light through but keep the fish in.

Truthfully i don't pay attention to the lights on the electric bill, running a so much lighting over my tanks makes me not want to know.
